The Supreme Court of India issued nationwide directions to ensure humane and dignified conditions in beggars' homes. Referring to Article 21, the Court held that the right to life includes the right to live with dignity. Directions included medical screening, regular health check-ups, sanitation, potable water, adequate accommodation, nutrition and disease surveillance. The Court also directed provision of vocational training, rehabilitation and legal aid, with State Legal Services Authorities providing assistance. Separate facilities were directed for women and children, while children found begging should be dealt with under the juvenile justice framework.
