The petitioner, Lakshya Tawar, had been in custody for over four years in connection with a CBI case and had approached the Supreme Court through a Special Leave Petition seeking bail. Despite repeated efforts, the Allahabad High Court had adjourned his bail application 27 times without deciding the matter, causing undue delay.
